This is the latest draft of my proposal. Its the one I've just submitted for my first annual progress review with my uni, who required quite a constrained word limit. As such I've had to remove a fair chunk of detail, especially from the methodology section. This is good, because its more readable, and bad because less stuff is defined and discussed. Hopefully there's an ok balance.

I submitted this paper for a systems dynamics unit during my Master of Project Management course at UTS in 2016 and later modified it slightly to submit to the Australian Government Productivity Commission Enquiry into Human Services . I include it here because it discusses the problem of holding government accountable for delivering public value from a systemic point of view. Because of this perspective I see it as related to the theme of quality management in government.

A practical discussion of how an outcomes-framework expressed through outcomes based contracting can facilitate quality management and continual quality improvement in soft-outcome programs like human services. This one is getting pieced together slowly as I do my main PhD research over the coming year or so.
